In plain words
The boletín is what everyone here calls the Electrical Installation Certificate (CIE). It is the document in which a low-voltage authorised installation company declares, and signs, that the installation in your home or premises complies with the Spanish Low Voltage Regulation.
It is not just paperwork: whoever signs it takes responsibility for what they certify. That is why it cannot be issued without seeing the installation, and why a house with an old consumer unit or without proper earthing cannot be certified as it stands.
Once issued, we register it on the electronic office of the Govern de les Illes Balears. That is where the official record sits, and where your electricity company looks it up to connect your supply or change your terms.
When you need it
If you are in one of these, call us and we will tell you exactly what your case needs.
A home, shop or warehouse being connected for the first time, or a supply that has been disconnected for years. Without the certificate, the company will not connect it.
You have installed air conditioning, a heat pump, an induction hob or a car charger and the breakers keep tripping. To increase the power you may be asked for the certificate: on low-voltage contracts more than 20 years old the distributor checks the installation and, if it does not comply, requires it to be brought up to standard and the certificate to be submitted (art. 38.7 of the regulation approved by Royal Decree 88/2026).
A sale, an inheritance or a rental where the name on the electricity contract changes. On its own it does not require a new certificate: on low-voltage contracts more than 20 years old the distributor cannot ask for one if neither the technical conditions nor the access tariff change (art. 39.6 of the regulation approved by Royal Decree 88/2026). If the power or the installation changes with it, you may be asked for one.
When the consumer unit is replaced, circuits are added or the home installation is redone, the certificate records how it ends up.
The electrical installation of a swimming pool has its own requirements in the regulation. It is one of the things we most often have to correct in older properties.
Charging points are legalised under ITC-BT-52, with their own certificate. We handle it all with the same team.
How we work
We come out, inspect it and check the consumer unit, the protective devices and the earthing. We tell you there and then whether it is in order or what is missing.
If something does not comply, we give you a fixed quote before touching anything. If it is fine, we skip this step and you do not pay for it.
We sign the certificate and register it on the Govern electronic office. We hand it to you to take to your electricity company.
So there is no confusion
This is the most common mix-up and worth clearing up, because they are different documents, for different procedures and at different prices:
It states that your installation complies with the regulation. It is signed by an authorised installation company and is used to contract or modify the electricity: connection, power, renovation.
It is the A-to-G label that rates what the property consumes, and it is required in order to sell or rent. It is explained on our page about the energy performance certificate in Mallorca.

Frequently asked questions
It is the Electrical Installation Certificate (CIE): the document by which a qualified installation company declares compliance with Spain's Low Voltage Regulation, approved by Royal Decree 842/2002. In Mallorca it is registered with the Balearic Government's industry authority; the boletín may be part of a new connection or a technical change to the supply.
Typical cases are a new connection, an increase in power, work that modifies the installation, or legalising a pool or EV charger. A change of account holder does not by itself require a new CIE: Royal Decree 88/2026 prevents the distributor requesting one for low-voltage contracts over 20 years old when neither the technical conditions nor the access tariff change. In Mallorca, ITC-BT-05 also requires an initial inspection by an accredited control body for pools above 10 kW, wet premises above 25 kW and outdoor lighting above 5 kW; these installations are then inspected every 5 years.
No. Under the REBT, the qualified installation company must verify the installation before issuing the CIE and is responsible for what it certifies. In Mallorca we check the consumer unit, protective devices, earthing and circuits before filing the document with the Balearic Government. Any defects are itemised and quoted before correction.
Only an installation company qualified in low voltage, with its authorised installer. JSL Mallorca is one: we issue the certificate and register it on the electronic office of the Govern de les Illes Balears, where the official record is kept.
No. The CIE is governed by the REBT and certifies the electrical installation. The energy performance certificate is governed by Royal Decree 390/2021 and rates the building from A to G for cases including sale or rental. In Mallorca they are filed in separate Balearic Government registers; one does not replace the other.
In older Mallorca properties we first check the consumer unit, earthing and residual current devices and quote only for necessary work. ITC-BT-05 classifies defects as very serious, serious or minor; an inspection is favourable when there are no very serious or serious defects. Minor items are recorded for correction before the next inspection, but do not by themselves justify rewiring half the property. Once anything preventing certification is corrected, the CIE is issued and registered.
