The boletín in Marratxí: why it comes up so often here

The boletín is what everyone here calls the Electrical Installation Certificate (CIE): the document in which a low-voltage authorised installation company declares, and signs, that the installation complies with the Spanish Low Voltage Regulation. In Marratxí it comes up more than elsewhere for two very specific reasons: a lot of property is bought and sold here, and the detached houses built in the eighties and nineties run short of power as soon as you add air conditioning, an induction hob, a pool or a car charger.

It is not just paperwork: whoever signs it takes responsibility for what they certify. That is why it cannot be issued without seeing the installation, and why a house with an old consumer unit or without proper earthing cannot be certified as it stands.

Once issued, we register it on the electronic office of the Govern de les Illes Balears. That is where the official record sits, and where your electricity company looks it up to connect your supply or change your terms.

When you need it

New supply in a build or an empty house

A new home, a unit on the Marratxí industrial estate or a house that has been without supply for years. Without the certificate, the company will not connect it.

Power increase

You have installed air conditioning, a heat pump, an induction hob or a car charger and the breakers keep tripping. Increasing the power requires the certificate.

Change of holder

A sale, an inheritance or a rental where the name on the electricity contract changes. In Marratxí this is the number one reason, given how much property changes hands here.

Refurbishment of the installation

When the consumer unit is replaced, circuits are added or the home installation is redone, the certificate records how it ends up.

Swimming pools and wet areas

The electrical installation of a swimming pool has its own requirements in the regulation. It is one of the things we most often have to correct in older properties.

Car charging point

The boletín is not the energy performance certificate

This is the most common mix-up and worth clearing up, because they are different documents, for different procedures and at different prices:

The boletín (CIE) is about the electrical installation

It states that your installation complies with the regulation. It is signed by an authorised installation company and is used to contract or modify the electricity: connection, power, holder.

The energy certificate is about the building consumption

It is the A-to-G label that rates what the property consumes, and it is required in order to sell or rent. It is explained on our page about the energy performance certificate in Mallorca.

FAQ about the electrical certificate in Marratxí

What exactly is the electrical certificate?

It is the Electrical Installation Certificate (CIE), the official document in which a low-voltage authorised installation company declares that the installation complies with the Spanish Low Voltage Regulation. Everyone here calls it the boletín, and it is what your electricity company asks for in order to contract or modify the supply.

When will I be asked for an electrical certificate?

The usual cases are connecting the electricity in a home or business premises, increasing the contracted power, a change of holder of the supply, a refurbishment that modifies the installation, and when the distribution company requires a new one because the previous certificate is too old. Also when legalising a swimming pool or an electric-car charging point.

Can you sign the certificate without seeing the installation?

No. The certificate is signed by an authorised installation company that takes responsibility for what it certifies, so the installation has to be seen and checked first. If something does not comply, we tell you what needs correcting and give you a quote before touching anything.

Who can issue the electrical certificate?

Only an installation company qualified in low voltage, with its authorised installer. JSL Mallorca has been one since 1998: we issue the certificate and register it on the electronic office of the Govern de les Illes Balears, where the official record is kept.

Is the electrical certificate the same as the energy performance certificate?

No, they are two different documents for two different things. The boletín is about the electrical installation and is used to contract or modify the electricity supply. The energy performance certificate rates the building's consumption with a letter from A to G and is required in order to sell or rent. We do both, but they are not interchangeable.

And what if my installation does not comply?

We tell you straight, with a quote: what is missing, what has to be changed and what it costs. In older houses it is usually the consumer unit, the earthing or the residual current devices. Once corrected, we issue the certificate and register it. We never certify an installation that is not in proper condition.
