Sewage treatment plants in Consell, above two aquifers that are being watched
The village of Consell has its sewer network and its treatment works, but the country houses of the municipality, on rural land, are left out: according to the INE's 2025 gazetteer, 684 of the 4,516 residents live scattered outside the village. For those houses the Balearic Water Plan requires a system of their own. What lies beneath Consell
Annex 9 of the Balearic Water Plan names Consell in two groundwater-body data sheets. Both are in poor status, each for a different reason.
Penyaflor: Palma drinks from here too
The Penyaflor groundwater body (1809M2), of 45 km², is shared by Consell, Alaró and Binissalem. According to the Plan, it contributes to Palma's supply as well as that of the villages in the area, and it is abstracted at 103%: to recover it, 20% less would have to be taken out. Where there are public supply wells there are protection perimeters, and inside the maximum-restriction one the unit changes (art. 70.10, table 13).
Inca: nitrates
The rest of the municipality lies above the Inca groundwater body (1811M3), in poor chemical status because of nitrates: 66 mg/l on average. It has been a zone vulnerable to nitrates from agriculture since 2010. The water from the village's treatment works also goes to that body (0.21 hm³ a year).
The municipality's own example
The Plan lists as completed in Consell a scheme for irrigation with reclaimed water. It is the same idea the rules ask of a country house, on a small scale: treat the water properly and irrigate your own plot with it, with 25 m² of green area per population equivalent (art. 70.12).

What the rules require of a country house in Consell
Every house with no access to the mains sewer needs an on-site treatment system, a sealed holding tank emptied periodically or a natural system with a favourable report (art. 70.1). The unit has to be approved, with CE marking and compliant with EN 12566 (art. 70.14), and achieve at least 70% in BOD₅, 75% in COD and 70% in suspended solids (art. 70.10).
The responsible declaration is always filed with the Balearic water authority (Direcció General de Recursos Hídrics), whatever the number of bed spaces (art. 70.4). As the installation company we prepare and sign the documents your architect or engineer asks for, and your architect or engineer files them.

- The unit to suit the aquifer: over Penyaflor or over Inca, a new approved treatment plant (CE marking and EN 12566, art. 70.14) and, in a high-vulnerability zone, with denitrification and disinfection. We work with all brands; for example, the GRAF one2clean.
- Installation, electrics and commissioning at your country house, with the treated water piped to the plot's irrigation area: fruit trees or garden, 25 m² per population equivalent (art. 70.12). As a licensed low-voltage installation company. We don't subcontract anyone.
- The responsible declaration to Recursos Hídrics, which is filed for 4 bed spaces too (art. 70.4). We prepare and sign it as the installation company, with the performance and the maintenance plan; your architect or engineer files it.
- Excavation and sludge: your builder opens the pit following what we give them in writing according to the manufacturer, and the sludge is emptied by an authorised waste company (art. 70.7.f), with receipts kept for 5 years.
- The services required by the rules or, if the manufacturer asks for more, the manufacturer's (on the GRAF one2clean, twice a year), with a signed report. Over an aquifer with 66 mg/l of nitrates, it matters that the unit performs as it should.

Which aquifer lies beneath my country house in Consell?

Can I irrigate the fruit trees with the water from the treatment plant in Consell?
Yes, that is what the rules provide for: reusing the treated water on your own plot, with 25 m² of green area per population equivalent (art. 70.12 of the Balearic Water Plan, Royal Decree 49/2023). In a home, one population equivalent is counted per bed space: a house with 6 bed spaces needs 150 m². If the plot is in a high-vulnerability zone, the unit also has denitrification and disinfection (art. 70.10).
The village has a mains sewer: why does my country house need a treatment plant?
Because the network reaches urban land, not the scattered houses on rural land. For every home with no access to the mains sewer, the Balearic Water Plan (Royal Decree 49/2023, art. 70.1) requires an on-site treatment system, a sealed holding tank or a natural system with a favourable report. A cesspit is none of the three.
Does a small treatment plant, for 4 bed spaces, have to be declared?
Yes. The responsible declaration to the Direcció General de Recursos Hídrics is always filed, below 12 population equivalents too (art. 70.4 of the Balearic Water Plan). What only exists above 12 is the yearly submission of the performance check and the sludge log (art. 70.11).
How often is a treatment plant serviced in a house in Consell?
The servicing the rules set or, if the manufacturer asks for more, the manufacturer's: on the GRAF one2clean, for example, its manual asks for two a year. Each service leaves a signed report. The sludge is emptied by an authorised waste company (art. 70.7.f of the Balearic Water Plan, Royal Decree 49/2023).
