Sewage treatment plants in Portocolom: sa Punta and the homes still off the mains

Portocolom has a sewer network and a public treatment works, but not everywhere: the sa Punta estate, by the lighthouse, was built in the 1960s without sewers and is still waiting for the works. If your house is there, or in the countryside around, the wastewater is treated on the plot. We are Joaquín and Juan, installers in Mallorca since 1998: we supply the new treatment plant, fit it, leave it running and prepare and sign the documents your architect or engineer asks for.

Sa Punta: sixty years without sewers, in published figures

What follows is not our opinion: it comes from the sewerage project for the estate, from the Felanitx town hall budget and from the Balearic government maps.

A 1960s estate, built on rock

The design report of the sa Punta sewerage project (stamped in November 2009 and published by Spain's Ministry for the Ecological Transition) explains that its partial plans were approved in 1964 and 1966 and that the estate, 25.40 hectares of urban land, was never given sewers. It adds that most of its septic tanks are in fact plain cesspits that take advantage of the karst ground, with s'Arenal beach next door. A cesspit is none of the three solutions the Water Plan allows (art. 70.1): treatment plant, sealed holding tank, or natural treatment with a favourable report.

The sewer, in the 2026 budget

In December 2025 Felanitx town hall presented a budget with 1.6 million euros for the sa Punta sewer, and in April 2026 the environmental impact statement for the project was published (file 31A/2025): it provides for about 3,750 metres of sewer pipe and a pumping station towards the harbour network. When it will reach your street is for the town hall to say; until then, each house treats its wastewater on its own plot.

A public-supply well and a highly vulnerable aquifer

The Balearic government lists a borehole in sa Punta that supplies the Felanitx mains (IDEIB viewer, Water Plan supply-boreholes layer), with its protection zones, and the aquifer vulnerability map shows high vulnerability over most of the headland. There the rules only allow treated water to go to a green area, with denitrification and disinfection (art. 70.10, table 13). Across the harbour, the torrent des Caló d'en Marçal is a catalogued wetland (MAZH17). That is why the first step is to look at where the water goes and what lies around the house.

What we do

What we do in Portocolom, plainly

  • The new extended-aeration treatment plant (or the holding tank, when that is the right answer): approved, CE-marked and from the EN 12566 family, as the Water Plan requires (art. 70.14). We work with every brand; as an example, the GRAF one2clean.
  • Installation, electrics and commissioning: the electrics as an authorised low-voltage installation company.
  • The documents: we prepare and sign them as the installation company, and your architect or engineer files them.
  • Digging the pit is done by your builder, and beforehand we give them in writing how it must be left according to the manufacturer. Sludge emptying is done by an authorised waste management company, as the law requires (art. 70.7.f).
  • Service visits on what we install: the ones the regulations require or, if the manufacturer asks for more, the manufacturer's (two a year on the GRAF one2clean). We don't subcontract anyone.

The paperwork

Portocolom files its paperwork in Felanitx

Portocolom, sa Punta and Cala Marçal belong to the municipality of Felanitx. To replace a cesspit or an old septic tank with a treatment plant, the paper is the responsible declaration to the Direcció General de Recursos Hídrics (DGRH), once the unit is installed (art. 70.4). If the house is still being built, the prior notice goes to Recursos Hídrics first (Felanitx town hall asks for it), and from then there are two years at most (art. 70.5).

On urban land with no sewer, the Balearic Planning Act 12/2017 (fourth transitional provision) also requires an approved collection system and a guarantee to connect once the sewer is in service; whether licences are being granted in your street today is for the town hall to confirm. We prepare and sign the technical documents as the installation company, and your architect or engineer files them.

Common questions

Frequently asked questions about sewage treatment plants in Portocolom

Is there a mains sewer in sa Punta, Portocolom?

As of the environmental impact statement for the project (April 2026, file 31A/2025), no: the project is precisely to give sa Punta a network of about 3,750 metres, pumped towards the harbour network, and Felanitx town hall set aside 1.6 million euros in its 2026 budget. Until the works reach your street, the wastewater from the house is treated on the plot.

My house in sa Punta has a cesspit. What do the rules require?

The Balearic Islands Water Plan (RD 49/2023, art. 70.1) allows only three solutions for a house with no mains sewer: a treatment plant, a sealed holding tank, or natural treatment with a favourable report. A cesspit is none of them. We replace it with a new extended-aeration plant, approved to EN 12566 and CE-marked; we work with every brand and, as an example, the GRAF one2clean.

Can I soak the treated water away into the rock in sa Punta?

Soaking away through a trench or a well always needs prior authorisation from the DGRH, and where the government map shows high aquifer vulnerability (most of sa Punta) the rules only allow discharge to a green area, with denitrification and disinfection (art. 70.10, table 13). The answer is to water the garden: 25 m² of green area per population equivalent (art. 70.12), 100 m² for a 4-bed house.

Does a treatment plant make sense in Portocolom if the sewer is coming?

It depends on the timing and on what you have now. If the house discharges into a cesspit, it is already outside what the Water Plan allows (art. 70.1), sewer or no sewer. Ask Felanitx town hall about the works in your street; with that and the location we look with you at which of the permitted solutions fits, knowing that on the day the sewer is in service the house is connected.

Who digs the pit if sa Punta is all rock?

Your builder or digger contractor: the pit, the sand bed and backfill, the trenches and the inspection chambers. The sewerage project itself describes the ground in sa Punta as mostly rock, so before anyone asks for a digging price we give you the pit measurements in writing from the manufacturer, and we fit the plant once the pit matches them: a badly bedded tank loses the manufacturer's warranty.

Do you cover Cala Marçal, s'Horta and the countryside around Portocolom?

Yes: Portocolom, sa Punta, Cala Marçal, s'Horta and the country houses around. Service visits on what we install are the ones the regulations require or, if the manufacturer asks for more, the manufacturer's (two a year on the GRAF one2clean). We reply within 24-48 hours on working days, in English, Spanish or German, and we don't subcontract anyone.
