Sewage treatment plants in Santa Eugènia, above the water Palma drinks

Part of Santa Eugènia lies above the aquifer that supplies Palma and Marratxí, and that affects what is required of each house with no mains sewer. We are Joaquín and Juan, installers in Mallorca since 1998: we supply the new treatment plant, install it, do the electrics and prepare and sign the documents for your engineer to submit.

Two aquifers under Santa Eugènia

The Water Plan places the municipality of Santa Eugènia over two groundwater bodies: Pont d'Inca (1814M3), which it shares with Palma, Marratxí and Santa Maria del Camí, and Inca (1811M3), which lies under the Raiguer.

Pont d'Inca: drinking water

According to Annex 9 of the Plan, part of the water from Pont d'Inca is used to supply Palma and Marratxí. The body is in poor status: 82 mg/l of nitrates, 325 mg/l of chlorides and an abstraction index of 87 %. Where there are public supply wells there are protection perimeters, and inside the maximum restriction perimeter the treatment plant needs disinfection and denitrification (art. 70.10, table 13).

Inca: nitrates

The Inca body, made of alluvial materials, has 66 mg/l of nitrates and has been under vulnerable-zone programmes since 2010. Among others, it receives the treated water from the Santa Eugènia treatment works. The Plan calls for wastewater treatment to keep improving.

Ses Coves: the sewer that arrived

The Plan's measures include, as already carried out, the sewerage of ses Coves. It serves as an example of what art. 70.9 says: while there is no network, each house needs its own system; once the network is working, there is at most one year to make the connection.

The rules here

If the mains reach your street, and if they don't

Before quoting for a treatment plant it is worth asking the town council whether your house can connect to the network. If it can, the solution is the connection, not a treatment plant. If it can't, art. 70.9 of the Water Plan does not let you wait with a cesspit: until the connection is made, one of the systems in art. 70.1 is needed.

For houses that remain off the mains, the responsible declaration is submitted to the Direcció General de Recursos Hídrics (DGRH) (art. 70.4). We prepare and sign the documents as the installation company; your architect or engineer submits them.

What we do

What we do in Santa Eugènia, and what others do

  • The sewer first: if your house can connect to the mains sewer, the answer is the connection (art. 70.9). If not, we install the new treatment plant, approved with CE marking and EN 12566 (art. 70.14); we work with all brands, for example the GRAF one2clean.
  • Installation, electrics and commissioning, as a licensed low-voltage installation company, keeping the rainwater downpipes out of the treatment plant (art. 70.7.d): they go to their own network or to the cistern. We don't subcontract anyone.
  • The documents: the responsible declaration to Recursos Hídrics (art. 70.4) and, with 12 bed spaces or more inside the restriction zone of a public-supply well, the favourable report (arts. 76.5 and 77.3). We prepare and sign them; your architect or engineer submits them.
  • The services required by the rules or, if the manufacturer asks for more, the manufacturer's (on the GRAF one2clean, twice a year), with a signed report: underneath lies Pont d'Inca, the aquifer that partly supplies Palma and Marratxí.
  • The excavation is done by your builder, following what we give them in writing according to the manufacturer, and emptying the sludge by an authorised waste company, as art. 70.7.f requires.

How we work

How we do it in Santa Eugènia, in 3 steps

1

Does the sewer reach your house?

First, ask the town council whether you can connect. If not, send us the location, the bed spaces and the wells nearby, and we check the protection zones on the DGRH map.

2

A quote based on the protection zone

If the house lies inside the maximum-restriction zone of a well, the unit includes disinfection and denitrification. We send it in writing: unit, installation, electrics and documents.

3

Installation and documents for your engineer

With the pit your builder prepares to our instructions, we install and commission, and hand over the signed documents for the responsible declaration.

Common questions

Frequently asked questions about treatment plants in Santa Eugènia

Could my house in Santa Eugènia be inside the perimeter of a public supply well?

It could. The Pont d'Inca aquifer, under part of the municipality, partly supplies Palma and Marratxí, according to Annex 9 of the Balearic Water Plan (Royal Decree 49/2023). The protection perimeters of the supply wells are shown on the DGRH map: we check it with the location before giving you a price, because inside the maximum restriction perimeter the unit includes disinfection and denitrification (art. 70.10, table 13).

Mains sewerage has been installed in my settlement: do I have to connect?

Yes. Once the network is in operation, art. 70.9 of the Balearic Water Plan (Royal Decree 49/2023) gives at most one year to make the connection. The Plan lists the sewerage of ses Coves, in Santa Eugènia, as carried out. If your house can connect, what you need is the connection; we cover the house's internal drainage on our drainage page.

They say the mains will arrive some day: can I wait with the cesspit?

No. Art. 70.9 of the Balearic Water Plan (Royal Decree 49/2023) requires that, until the connection is made, the house has one of the three systems the rules accept: a treatment plant, a sealed holding tank emptied periodically or a natural system with a favourable report. A cesspit is not one of them. The Plan provides for the sealed holding tank when there is no space for the treated water or in houses used seasonally (art. 70.2).

What happens if my house has 12 bed spaces or more?

Two things change. Above 12 population equivalents (in a home, one per bed space, art. 70.8), the performance checks and the maintenance and sludge log must be sent to the DGRH every year (art. 70.11 of the Balearic Water Plan, Royal Decree 49/2023). And with 12 or more, if the house is inside the restriction perimeter of a public supply well or 500 m or less from a wetland, a favourable report from the Water Authority is also needed (arts. 76.5 and 77.3).

Can I connect the rainwater from the roof to the treatment plant?

No. Art. 70.7.d of the Balearic Water Plan (Royal Decree 49/2023) forbids the treatment plant from collecting rainwater. The downpipes go to their own network or to a cistern. In a house in Santa Eugènia with a cistern, the rainwater is stored; see our guide to well and cistern water.
