In Santa Eugènia and its hamlets —ses Alqueries, ses Olleries and ses Coves— we install solar panels and self-consumption. The municipal bylaws give rebates on the property tax (IBI) and the construction tax (ICIO), and we size the system so that it meets their requirements. We are a licensed low-voltage installation company.

Your village
Santa Eugènia lies a little over twenty kilometres from Palma, between the Raiguer and the Pla, at the foot of some low hills. As well as the village it has three small settlements, and that changes the procedure for the panels depending on where your house is.
In 2009 the Consell de Mallorca declared the three hamlets an asset of cultural interest (BIC), as historic ensembles (BOE no. 115, 12 May 2009). For an asset of cultural interest, a prior notification is not enough for panels: a building permit is needed (Balearic Planning Act 12/2017, art. 148.4), and the authorisation of the Consell's Heritage department may also be needed (Balearic Historical Heritage Act 12/1998, art. 37). We look at it with you before drawing anything, looking for the roof slope or outbuilding where they will be least visible.
Outside the protected ensembles, panels on a roof only need a prior notification. There are village houses with tiled roofs and villas with flat roofs: on the former, flush panels; on the latter, a ballasted tilted frame.
The hills around Santa Eugènia are low and block hardly any sun: PVGIS gives 1,552 kWh per kWp a year with the terrain and 1,558 without it, a difference of 0.4 %. If your finca is right up against a hillside, we run the query with its coordinates.
In numbers
According to PVGIS (European Commission; query of 1 October 2026, 35° south, 14 % losses), each kWp in Santa Eugènia gives about 1,552 kWh a year: about 97 in December and 161 in July. With 3 kWp, about 4,660 kWh a year. Palma gives 1,572.
Santa Eugènia's property tax (IBI) bylaw (arts. 9.1 and 9.5, BOIB no. 156, 16 November 2023) provides a rebate of 50 % for 3 tax periods for properties that make use of solar energy. It is a saving that comes on top of the one on your electricity bill, year after year.
The construction tax (ICIO) bylaw (art. 7.1, BOIB no. 167, 4 December 2021) gives a rebate of 50 % on single-family homes and 75 % on multi-family buildings, and requires the photovoltaics to reach at least 70 % of the contracted power. That is why here we look at your contracted power before deciding how many panels to install.
Grants
Municipal rebates are not applied automatically: you have to apply for them with the system's documents. We prepare the technical part for you (report, electrical installation certificate and self-consumption registration) and tell you what the town council is asking for at the time, because the bylaws are revised every year.
FOTOPAR 2027, the Govern's grant for private individuals' photovoltaics, opens on 26 January 2027 and closes on 30 April or when its €2 million run out (the 2026 call closed on 30 April 2026) (BOIB no. 171, 25 December 2025). You apply before work starts. FACTOR 2026 (BOIB no. 83, 2 July 2026), open until 28 February 2027, does not pay for private individuals' panels, but it does pay for batteries (45 %) and EV chargers (70 %, up to €2,500 for private individuals).
Income tax (IRPF) deduction for self-consumption (additional provision 62 of the Income Tax Act 35/2006): 10 %, up to a maximum of €500, if the work is paid for and finished in 2026. You claim the income tax (IRPF) deduction yourself in your Spanish tax return, with the invoices and certificates we give you.
We prepare the paperwork and, with your authorisation, submit the grant application and its justification; you sign the application and the grant is paid into your bank account. Whether it is awarded is up to the authorities.

How we work
From the bill we see your consumption and your contracted power: the system is sized for your house and to reach the 70 % the ICIO bylaw requires.
In the village, prior notification; in ses Alqueries, ses Olleries and ses Coves, building permit and, where required, Heritage. We prepare the technical documents in both cases.
We install, legalise the self-consumption (RD 244/2019) and hand you the paperwork to apply for the IBI and ICIO rebates and whichever grant is open.
Common questions
50 % for 3 tax periods, under Santa Eugènia's IBI bylaw (arts. 9.1 and 9.5, BOIB no. 156, 16 November 2023). The rebate has to be applied for with the system's documents, and it is worth confirming the current year's requirements beforehand, because tax bylaws are revised every year. We hand you the electrical installation certificate and the self-consumption registration that are usually asked for.
Santa Eugènia's ICIO bylaw (art. 7.1, BOIB no. 167, 4 December 2021) gives a rebate of 50 % on single-family homes and 75 % on multi-family buildings, on one condition: the photovoltaic system must reach at least 70 % of the home's contracted power. With a contracted power of 4.6 kW, for example, about 3.2 kW of panels would be needed.
It is possible, but with a different procedure. Ses Alqueries, ses Olleries and ses Coves were declared an asset of cultural interest (BIC) by the Consell de Mallorca in 2009, and on an asset of cultural interest panels need a building permit (Balearic Planning Act 12/2017, art. 148.4), not a simple prior notification, and Heritage authorisation may also be needed (Balearic Historical Heritage Act 12/1998, art. 37). We look for the roof slope or annexe where they will be least visible, and the proposal is submitted before anything is installed.
According to PVGIS (35° south, 14 % losses), in Santa Eugènia it is about 1,552 kWh a year for each kWp: 97 in December and 161 in July. The surrounding hills hardly count: without the terrain it would be 1,558, 0.4 % more. A 3 kWp system comes to around 4,660 kWh a year, and what you don't use is offset on your bill (RD 244/2019, art. 14).
Yes, if the car can charge when the sun is out or if the charger shares the power with the rest of the house. FACTOR 2026 subsidises a private individual's EV charger at 70 %, up to €2,500 per installation, until 28 February 2027 (BOIB no. 83, 2 July 2026). See our page on EV chargers in Mallorca; we fit it as a licensed low-voltage installation company.
