Llucmajor is the largest municipality on Mallorca, and the homes in it could hardly be more different: a town house, a finca out on the dry farmland, a flat in s'Arenal, a villa perched over the sea in Badia Gran. An air-to-water heat pump gives every one of them heating and hot water, and summer cooling through fan coils or splits. The figures
A town at 148 metres and a coast at sea level
Between Llucmajor town, inland, and the coast at s'Arenal or Cala Pi there are kilometres and a good climb, and the air a heat pump breathes changes with them. We checked the typical meteorological year from PVGIS, the European Commission’s tool, at three points:
- Llucmajor town (148 m): January, the coldest month of the typical year, averages 11.8 °C; December to February 12.6 °C, and August, the warmest, 26.4 °C.
- s'Arenal (8 m): 12.4 °C on average from December to February and 26.3 °C in July.
- Badia Gran, on the coast: December, its coldest month, averages 10.8 °C, and June to August 24.2 °C.
What that means: with winters averaging 12 °C across the municipality, the compressor works with mild air, which keeps the unit’s efficiency high. Summer, on the other hand, wants cooling: from June to August the town averages 25.3 °C. A typical year leaves out the odd frost in the countryside, so the output is sized from your home’s heat loads, as the RITE regulations require (IT 1.2.4.1.1).

In the countryside
The finca with an oil boiler
Out on Llucmajor’s dry farmland, plenty of country houses are still heated by an oil boiler and a tank that gets refilled every winter, or by stoves and gas bottles. The heat pump takes the boiler’s place and, if they’re in good shape, uses the radiators already there.
What we look at on a finca
- Whether the radiators can heat each room with water cooler than the boiler used: the cooler the water, the better the unit performs.
- Where the outdoor unit goes: away from the bedrooms, with the free space around it that its manual asks for.
- If you’re renovating, underfloor heating for heating. Cooling through the floor exists, but we don’t offer it in Mallorca: with the humidity here, a cold floor condenses. Summer cooling comes from fan coils or splits.
- The roof or the land: with solar panels in Llucmajor, part of the electricity the heat pump uses comes from your own sunshine.
One detail from the local bylaws: Llucmajor town hall halves the ICIO building tax on the solar items of a job (art. 7.6, BOIB no. 142 of 28 October 2025), but that relief doesn’t extend to the heat pump. If you combine both, you claim it for the panel part.
On the coast
Flats in s'Arenal, villas on the cliffs
In an apartment block in s'Arenal
In a block of flats the façade and roof are common elements under Spain’s Horizontal Property Act (art. 7.1 of Law 49/1960 and art. 396 of the Civil Code), so where the outdoor unit goes is agreed with the owners’ association before anything is fitted. When there’s no room for a full-size unit, a heat pump just for hot water replaces the electric boiler and uses far less, and cooling comes from air-conditioning splits.
In Badia Gran, Badia Blava or Cala Pi
These are villas on the rock, facing open sea. The outdoor unit goes somewhere sheltered from wind and salt (back to the sea, in a courtyard or behind a parapet), and we pick a model whose datasheet states how its heat exchanger is protected against marine air, whatever the brand. Servicing follows the RITE schedule (IT 3.3, table 3.1) or, if the manufacturer asks for more, the manufacturer’s.
Many owners on this stretch of coast spend part of the year away. The system is run from your phone: set low while the house is closed, turned up the day before you fly back.

What you save and what FACTOR 2026 pays
For EU rules to count a heat pump as renewable, it has to deliver more than 2.5 kWh of heat for every kWh of electricity over the season (Decision 2013/114/EU). With winters as mild as these, Llucmajor clears that bar comfortably. The other half of the saving is down to how you use it: the IDAE (Spain’s energy agency) reckons each extra degree on the thermostat adds about 7 % to consumption, and recommends 21 °C by day and 15-17 °C in bedrooms at night.
The FACTOR 2026 call (BOIB no. 83, 2 July 2026) funds 70 % of eligible cost, worked out on a ceiling of €1,000 per kW of heat output, or €1,450 if the heat distribution is new too, capped at €25,000 per installation. For a private homeowner in Llucmajor:
- You must be domiciled in the Balearic Islands.
- Air-to-air units such as splits are not eligible in homes.
- Work started from 1 January 2026 counts; applications are handled first come, first served until 28 February 2027 or until the money runs out.

Does it get cold enough in Llucmajor for a heat pump to make sense?
Yes, because Llucmajor’s winter is long even if it’s mild: in the PVGIS typical year the town averages 12.6 °C from December to February, and that’s when the heating runs. With air that mild, the heat pump does it efficiently, above the 2.5 kWh of heat per kWh of electricity that FACTOR 2026 requires.
I have a finca in the Llucmajor countryside with an oil boiler. Can I keep the radiators?
Often, yes. The heat pump takes the boiler’s place and heats the radiator water, only cooler; a room-by-room heat-load calculation shows whether any radiator falls short and needs replacing. Fan coils or splits are added for summer, and if the finca has roof space, solar panels can cover part of what it uses.
Does Llucmajor town hall offer a tax break for heat pumps?
Not at present. Llucmajor’s ICIO bylaw cuts the tax by 50 % on solar items (art. 7.6, BOIB no. 142 of 28 October 2025), and that cut doesn’t cover the heat pump. If the job includes panels as well, you claim it for that part. We check the bylaw again before every job.
I live in a flat in s'Arenal. Can I have a heat pump?
It depends on space for the outdoor unit. What temperature should I set in Llucmajor to spend less?
